For example, I used to live in Manchester and we had quite a lot of rain at times but occasionally it would clear up, the rain would stop and the sun would come out.
But also clear up can have another meaning. You are at a party, you've made quite a mess, there a dirty plates, there are dirty cups, saucers and glasses, etc. You need someone to help you to clear up.
