This means that Family members or people that are close to you are more important than anyone else and therefore should be the focus of the person's efforts. I've just read on the internet an article by a guy saying that some Americans believe that charity should begin at home and that whenever there is a world crisis it is always the Americans that go and save the day. He thinks that they have enough domestic issues to solve first and this should be what they concentrate on. I also read a point of view from some of the other countries who believe that it would be best if America didn't always interfere. So, who knows? Quite a tricky one.
